HB18-1349 -Department of Transportation Waiver Valuations

Allows CDOT to use a waiver valuation when valuing property it owns. The waiver valuation is not an appraisal. CDOT may seek a waiver valuation for small parcels of land to reduce costs for all parties. Waiver valuations are permitted under federal law and this bill clarifies the use of waiver valuations under Colorado State Law. Allowing waiver evaluations will give CDOT the flexibility it needs to efficiently sell property.
HB18-1314 -Drone Interference with Public Safety Operations

Creates a new criminal penalty for civilians operating drones in an emergency area. Drones interfere with emergency operations and pose a significant hazard to emergency responders. The drone interference bill is a crucial tool for first responders to ensure they are able to perform safety operations in emergency situations. This bill will help deter the use of drones in emergency areas.
HB18-1313 -Pharmacists to Serve as Practitioners

Clarifies that a pharmacist may prescribe an over-the-counter medication for a patient under the Colorado Medical Assistance Act. This bill gives pharmacists flexibility and legal protection to help serve patients.
HB18-1302 -Toxicology Lab Certification Waiver Colorado Department of Public Health and Environment

Allows CDPHE to waive certification requirements for toxicology laboratories that are already certified by an accredited third-party using nationally or internationally recognized forensics standards. This bill will increase certification efficiency by eliminating redundancy.
HB18-1260 -Prescription Drug Price Transparency

Requires health insurers to report to the Commissioner of Insurance the most frequently purchased drugs, most costly drugs, and the drugs with the largest increase in price. We have a responsibility to the people of Colorado that we get to the bottom of skyrocketing costs of prescription drug price increases.
HB18-1182 -Statewide System for Advance Directives
Assigned to House Health, Insurance, and Environment and Postponed Indefinitely 3/29/18
Creates an electronic system that allows medical professionals and individuals to upload and access advanced directives. The Colorado Department of Public Health and Environment (CDPHE) would be responsible for the creation of this system. This bill was postponed indefinitely to address CDPHE concerns and create a workable model.
HB18-1147 -Sunset Process Weather Modification

Continues regulation of weather modification in Colorado. Removes the prohibition on weather modification that benefits another State if the other state prohibits weather modification. This bill improves weather modification operations that help with droughts and increase snow-pack which helps the ski industry, tourism, and decreases wildfires.

HB18-1115 -Department of Public Safety Human Trafficking-Related Training

Requires the Division of Criminal Justice to provide human trafficking training to law enforcement agencies that provide services to victims of human trafficking. Training includes train the trainer programs, direct training, and online training. Human trafficking is a crime against human rights and increased awareness and training will help curb vehicles for human traffickers.
HB18-1114 -Require License Practice Genetic Counseling

Enacts the Genetic Counselor Licensure Act requiring licensure for genetic counseling. Would require a genetic counseling degree and national certification. The genetic counseling bill gives title protection to genetic counselors and protects consumers. Many online companies offer online DNA testing kits. Licensing the practice of genetic counseling ensures that Coloradoans have access to reliable genetic counselors who can guide them through the results.
HB18-1091 -Dementia Diseases and Related Disabilities

Creates a new definition for Dementia Diseases and Related Disabilities, adds missing persons with dementia disease to the Missing Senior Citizen and Missing Person with Developmental Disabilities Alert Program. Renames the Alzheimer’s Disease Treatment and Research Center the Dementia Diseases and Related Disabilities Treatment and Research Center at the University of Colorado School of Medicine. This bill protects people with all forms of dementia, regardless of age or condition.
HB18-1068 -Eliminate Registered in Naturopathic Doctor Title

Eliminates the word “registered” from the title of a naturopathic doctor. Removing “registered” helps to curb confusion
that someone represented as a “Naturopathic Doctor” must in fact be registered with the State of Colorado. HB18-1433 addresses the same issue and has passed the House.
HB18-1042 -Private Interstate Commercial Vehicle Registration

Creates a program to authorize private providers to register commercial vehicles as Class A personal property. This bill will alleviate a significant burden the DMV faces with long lines and save truck drivers’ time and money by streamlining vehicle registration.
HB18-1365 -Primary Care Infrastructure Creation

Creates a primary care payment reform collaborative to consult with State departments dealing with insurance. The collaborative will analyze methods of reimbursement to determine what practices direct more resources and investments toward innovation and care improvement. It will also analyze the barriers that exist in adopting alternative payment methods. This bill aims to more efficiently deal with insurance reimbursement. The approach is patient-centered and moves toward efficiency and transparency.
SB18-145 -Implement Employment First Recommendations

Implements the Employment First Advisory Partnership’s strategic plan to expand employment opportunities to people with disabilities. This would assist adults with intellectual and developmental disabilities who are unemployed or underemployed by providing certification or training to those persons. Disabled persons in the work force encounter significant barriers to employment opportunities. Employment First Recommendations are employee-centered and provide necessary human resources to the disabled community.
SB18-086 -Cyber Coding Cryptology for State Records

Directs the Director of Office of Information Technology (OIT) to consider the use of cyber-coding cryptology for state records. Specifically, the chief information security officer would consider the efficacy of a distributed ledger technology (blockchain) to protect state records. Cyber-security is a growing industry rising to meet the evolving problem of cyber-crime. The State of Colorado should consider all options when securing sensitive state documents and information.
HB18-1431 -Statewide Managed Care System

Updates the medical assistance program to align provisions with new federal management regulations, maintaining compliance with Federal regulations. This bill also cleans up language, and updates statutes to more accurately reflect the joining of physical and behavioral health in the Medicaid program, better reflecting actual state operations. As federal law changes, Colorado must also update operations to maintain important compliance requirements.
